Abstract

This study examines the strategy of mosque management as part of strengthening Islamic organizational culture within the Gresik Regency Government. Al Inabah Mosque, located in the Gresik Regency Government office complex, has a strategic position as a center for the spiritual development of the State Civil Apparatus (ASN). However, various phenomena indicate that the mosque's functions have not been utilized optimally, including low ASN participation in congregational worship activities, mosque activities that tend to be ceremonial in nature, and the absence of a model that systematically integrates Islamic cultural values with bureaucratic routines. This study uses a qualitative case study approach, with data collection techniques including in-depth interviews, participatory observation, and documentation. The results of the study show that the prosperity of mosques in the Gresik Regency Government environment takes place through worship activities, religious studies, social activities, and ASN coaching programs. These activities contribute to the internalization of the values of trustworthiness, sincerity, benevolence, deliberation, and responsibility in the behavior of civil servants. However, several obstacles were identified, such as limited program variety, a lack of habit of congregational worship, and an uneven understanding among civil servants of Islamic organizational culture. This study concludes that mosques have the potential to become strategic instruments in building a religious bureaucracy if they are managed in a focused and sustainable manner and supported by institutional policies. The findings of this study provide recommendations for the Gresik Regional Government to strengthen its mosque development program planning, increase inter-agency collaboration, and make mosques center for the development of ASN character and work ethic.
